Position Title: Deputy Regional Director, Latin America and Caribbean

Reports to: Regional Director, Latin America and the Caribbean

Location: Remote (can be US or region based).

Pay Grade: 9

FLSA Status: Exempt

Primary Purpose

This position is a high-level position within the Church World Service Latin America and the Caribbean regional team. CWS Latin America and Caribbean program is comprised of program initiatives in the areas of disaster response, sustainable development and human mobility. The Deputy Regional Director works to implement the vision and programming priorities identified in CWS regional, sub regional and country work plans; works in close coordination with the regional director and the regional team, and develops proposals and agreements that expands the regional office's funding base, impact, and partnerships. The position is responsible for ensuring that CWS LAC procedures adhere to required CWS guidelines and policies.

This position reports directly to the LAC Regional Director.

Essential Duties

Programs, Strategic Planning, and Regional Learning

  • Works with staff to develop program proposals, concept notes, and program reports, ensuring timely submission and quality, especially in response to new or emerging areas
  • Works directly with partners to ensure outcomes in program implementation, reporting, and grant applications as needed
  • Leads implementation of Regional workplan
  • Works with staff to complete regional priorities
  • Supports research and field strengthening efforts
  • Identifies opportunities for program growth and improvement
  • Reviews and provides feedback on program documents
    Managing Staff
    • Supervises and supports regional staff, especially in areas regarding day-to-day operations
    • Ensures well-being and care of regional staff
    • Works with Regional Director to ensure that all staff have up-to-date job descriptions, annual goals, and professional development plans
    • Facilitates and organizes staff meetings
      Fund Development, Partnerships, and External Relations
      • Works with staff to develop concept notes and proposals for identified funding opportunities
      • Develops and manages the implementation of MOUs
      • Supports ongoing partner relationships
      • Represents CWS LAC with partners, governments, civil society organizations, and other stakeholders as needed
      • Host or travel with constituent groups and visits
        Communications and Advocacy
        • Works with Communications and advocacy coordinator to ensure implementation of communications strategy
        • Ensures implementation of regional advocacy strategy
        • Works with Communications and advocacy coordinator to develop key messages
        • Represents CWS LAC in relevant networks as needed
          Financial Management, Operations, & Compliance
          • Ensures continuity of operations during the initial weeks of major or complex disaster response by CWS LAC
          • Provides day to day oversight of regional budget
          • Creates financial reports and prepares the annual regional budget
          • Ensure staff compliance with CWS Policies
            Other
            • Serves as Acting regional director in the absence of the regional director.
            • Translate documents as needed
            • Perform other duties as needed
              Education

              Qualifications

              Bachelor's Degree in relevant field required. Master's Degree preferred.

              Experience
              • A minimum of five (5) years of previous experience in international development and/or humanitarian work required.
              • Experience developing program proposals and securing grants.
              • Familiar with program management, program reporting, and ME&L practices.
              • Experience with rights-based approaches and aid localization required.
              • Experience working with staff and colleagues in a cross-cultural context required.
              • Experience working with faith-based and civil society organizations and networks preferred.
                Knowledge/Skills
                • Strong verbal and written communications skills in both English and Spanish required
                • Strong organizational, management and computer skills with particular attention to detail
                • Excellent computer skills, in particular Microsoft Office
                  Abilities

                  The Deputy Regional Director must have the ability to:
                  • develop and maintain strong relationships with staff and partners;

                  • travel through Latin American and the Caribbean and to the United States sometimes with short notice

                    Working Conditions

                    Physical: This position is office-based but when traveling may require climbing, kneeling, sitting, standing, walking.

                    Environmental: The incumbent primarily works in an office environment but when working in the field may be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.

                    Special Requirements

                    A background check which includes references and an educational and criminal check is required before the start of employment. A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate may be required to travel to the US on short notice. The candidate should be of good health, willing and able to travel and have a high degree of flexibility.
