)Description
- Lead the resolution process for state complaints, due process
hearings, and Office for Civil Rights (OCR) investigations related
to special education and Section 504.
- Oversee district-wide compliance with IDEA, Section 504, and
state special education mandates, ensuring alignment with legal
standards and procedural safeguards.
- Serve as the district's designated liaison with TEA regarding
compliance reviews, monitoring activities, and Corrective Action
Plans (CAPs).
- Collaborate with legal counsel to prepare district responses,
settlements, and documentation related to litigation or
complaints.
- Provide technical guidance and coaching to campus
administrators, principal supervisors, and special education
personnel regarding compliance expectations and best
practices.
- Analyze compliance indicators and audit data to identify system
gaps, trends, and areas for corrective improvement.
- Develop and lead professional development initiatives to
improve district-wide capacity in legal compliance and inclusive
practices.
- Maintain accurate documentation and systems for tracking,
responding to, and reporting on compliance issues and state
monitoring outcomes.
- Serve as an escalation point for complex compliance concerns
and advise senior leadership on policy or procedural risks.
- Prepares and presents information as requested or needed to
communicate key issues/topics to district staff and key
stakeholders.Qualifications
- Required Bachelor's Degree from an accredited university.
- Preferred Master's Degree from an accredited university.
- Preferred Certification in Special Education or an education
related field.
- Preferred Supervisor and/or Mid- Management Administration
Certification.
- Required 5+years of experience
- Minimum 5-7 years of leadership experience in special education
compliance or legal affairs. Deep knowledge of IDEA, Section 504,
ADA, FERPA, and state-specific education regulations. Demonstrated
success managing complex.
- Strong knowledge of Special Education principles, theories,
laws, and concepts.
- Experience working with the Texas Education Agency or other
regulatory bodies.
- Strong data analysis skills related to compliance indicators
and monitoring frameworks.
- Experience in policy development, mediation, and conflict
resolution.
- Ability to lead with diplomacy, confidentiality, and
professionalism.
- Strong interpersonal skills, strong work ethics and
collaborative work style.
