    Job Title: Managing Director of Special Education(Elementary)

    Reports to: Executive Director of Specialized Learning Services

    Dept/School: Special Education Department

    Work Year: 226 days

    Base Salary: Actual salary will be calculated based on experience.

    PRIMARY PURPOSE:
    To provide oversight and direction for improving the special education evaluation process and the academic and functional specially designed instruction for students receiving special education and related services through working collaboratively with staff, parents, and the community. Oversee departmental efforts in developing operational procedures and complying with federal, state, and local requirements. Support District and campus administrators and staff in promoting an inclusive environment while ensuring the provision of a free and appropriate public education.

    QUALIFICATIONS:
    Education/Certification:
    Master's degree
    Valid Texas teacher's certificate in Special Education or license in related field
    Valid Texas certificate in Supervision, Administration, Principal, and/or mid-Management Administration or similar administrative experience

    Special Knowledge/Skills:
    Knowledge of best practices for special education evaluation, services, and programming for students from EC to 18+
    Knowledge of legal requirements related to special education programming
    Ability to evaluate special education programs, services, and effectiveness of service providers
    Strong communication, public relations, and interpersonal skills
    Ability to effectively collaborate across departments to build district capacity to understand and support specific needs of or implications to IEP entitled students
    Ability to resolve conflict and effectively manage complex situations
    Ability to interpret policy and procedures
    Ability to interpret data and its implications for the education of students receiving special education services
    Ability to effectively manage budget and personnel

    Experience:
    Minimum of three years of successful experience as a teacher or professional in special education or related field
    Minimum of three years of successful educational administrative experienceMAJOR RESPONSIBILITIES AND DUTIES:
    Specially Designed Evaluation and Instruction:
    Plan, implement and evaluate special education and related services evaluations and report writing.
    Provide oversight for elementary and secondary special education programming and services.
    Direct special education recommendations to ensure effective outcomes for students.
    Develop effective systems to build district capacity to support students with challenges in the least restrictive environment.
    Evaluate and provide research-based special education curriculum resources to support the access to the general curriculum for all students.
    Engage staff in collaborative work to ensure best practices for teaching and learning.
    Ensure the provision of guidance and support to campus administrators regarding specially designed instruction in all classroom settings.
    Plan, organize, and implement evaluation components to determine the quality and effectiveness of special education instructional services through reviewing district and campus data related to student performance and achievement.
    Coordinate and monitor the implementation of extra duty and compensatory services when necessary to meet student needs in the area of instructional and related services.

    Policy and Procedure:
    Remain current in and adhere to District, local, state, and federal rules relating to special education.
    Provide guidance and direction to professional staff on the implementation of federal, state, and local requirements for students receiving special education services.
    Lead the department's effort to establish effective operating procedures and quality assurance audits.
    Develop effective systems to maintain compliance with state performance plan indicators.
    Collaborate with 504, Dyslexia and MTSS departments to ensure proper implementation of IDEA child find and FAPE requirements.
    Manage the special education data management system, and collaborate with the technology department to ensure appropriate user access to protect the confidentiality of student records.
    Collaborate with the student information system department to ensure accurate reporting to the Texas Education Agency in regards to the Public Education Information Management System (PEIMS).
    Collaborate with other resource agencies and District departments to ensure the health and safety of students and staff during unprecedented events.
    Work collaboratively with the District's legal affairs department.

    State and Federal Budgets and Grants:
    Assist in the preparation and administration of department local and federal budgets.
    Ensure that programs are cost effective and funds are managed prudently.
    Follow District guidelines regarding the execution of contracts with third-party vendors.
    Evaluate and approve or deny purchase requisitions according to local, state, and federal guidelines.
    Evaluate and make recommendations regarding special education staffing needs for both the department and campuses.

    Communication and Community Relations:
    Utilize effective verbal and written communication regarding the District's and department's mission and program goals to District and community stakeholders.
    Work to develop and maintain positive, collaborative relationships with parents and guardians, campus administrators, District administrators, and other stakeholders.
    Seek feedback from stakeholders as part of continuous improvement efforts.
    Demonstrate skill in conflict resolution with administrators, parents, teachers, staff, and community.
    Display emotional intelligence in the areas of self-awareness, empathy, motivation, self-regulation, and social skills.

    Professional Learning:
    Prepare and provide meaningful professional learning opportunities for District and campus administrators, general and special education teachers, paraprofessionals, parents, and/or the community to enhance their knowledge and understanding of special education.
    Seek opportunities for personal growth and legal compliance which support the position and duties and reflect a growth mindset.

    Supervision and Support:
    Manage the coaching, supervision, and evaluation of assigned special education administrators and central staff.
    Evaluate job performance of staff to ensure effectiveness; may serve as second appraiser.
    Conference regularly with assigned staff to discuss performance; jointly develop improvement objectives to identify professional growth opportunities.
    Supervise the recruitment, selection, and training of personnel and make informed recommendations relative to personnel placement, assignment, and retention.
    Plan for and provide the necessary time, resources, and materials to support department staff in accomplishing educational goals.

    OTHER DUTIES AS ASSIGNED:

    The Special Education Department maintains an expectation that all staff will assume shared responsibility for the health, safety, and confidentiality of all students and adults; which may include implementing, supporting and documenting behavioral intervention strategies and/or providing school health, related, and personal care services.
